Dr. Crew is the Director of CRRI and the CRRI Professor of Regulatory Economics, Rutgers University. He received his B.Com. in 1963 from the University of Birmingham and his Ph.D. from the University of Bradford in 1972. He has taught economics at Rutgers Business School, Rutgers University, since 1977.  Prior to joining Rutgers, he taught at several universities and colleges including Wesleyan University, Harvard University, Carnegie-Mellon University, and the University of Strathclyde. His principal research interests are regulatory economics, peak-load pricing, and the theory of monopoly. His current research includes the economics of postal service, economic depreciation, diversification and deregulation issues for utilities, and environmental problems of utilities. His publications include five books, thirty-two edited books, and numerous articles in journals, including American Economic Review, Economic Journal, Bell Journal of Economics, Journal of Political Economy, Journal of Regulatory Economics, and Public Choice.

Dr. Crew was honored with the 2002 PURC Distinguished Service Award from the Public Utility Research Center (PURC) at the University of Florida. 

He has served on several editorial boards, as well as being the founding editor of two journals, Applied Economics and the Journal of Regulatory Economics.

He has consulted on pricing, economic costing, and regulatory economics for a number of major corporations, including AT&T, BellSouth, Independent Power Producers of New York, Jersey Central Power and Light, New York Telephone, Sithe Energies, Royal Mail, and the United States Postal Service. Dr. Crew served on the Board of Directors of Energy Initiatives, Inc., from 1984-1988.
