CRRI is now collaborating with The National Exchange Carrier Association (NECA) on research and development projects. 

NECA is the leading authority on the subject of rural telephone industry regulatory trends. Additionally, NECA’s expertise extends to rate and tariff development, industry database management, compliance auditing, economic forecasting, demand and cost trend analysis and data collection. Our collaboration will provide greater empirical content to the work of CRRI and other economists at Rutgers. 

NECA has administered the FCC’s access charge plan for the past two decades. Access charges are the fees long distance companies pay to use the local phone network to complete calls. These charges help ensure that telephone service remains available and affordable in all parts of the country. About 1,150 local mostly small and rural telephone companies participate in our access charge revenue pools.
