Progress toward Liberalization of the Postal and Delivery Sector has gone to press. The research contained in this book and earlier volumes of this series along with papers presented at the conferences have led the way in developing new ideas and approaches to problems benefiting postal organizations, couriers, legislators, consultants, researchers, advertisers and customers. This book deals with many innovative developments over the past two decades that have greatly changed the Postal and Delivery Sector. Legislative reform, new technologies, changes in management strategies, commercialization, greater use of economic analysis and increasing competition have transformed this sector. This is the twelfth book on Postal and Delivery Services from the book series Topics on Regulatory Economics and Policy published by Springer Science + Business Media, Inc. formerly Kluwer Academic Publishers.

Issues addressed in this volume included the universal service obligation, regulation, liberalization, competition, access, worksharing, demand, cost, service quality, and postal reform.

This book arises out of CRRI’s 13th Conference on Postal and Delivery Economics held in Antwerp, Belgium on June 1-4, 2005.  Leading practitioners, postal administrations, and the courier industry, as well as a number of regulators, academic economists, mailers, consultants, and lawyers met to examine some of the major policy and regulatory issues facing the industry.
